I've done some graffiti removal from rocks. It's not easy.

I would contact the DEC before attempting any paint removal on state land. They may have some suggestions as well as some resources available to be used, and they may also ask you not to use certain techniques. Paint stripper or any sort of chemical remover may not be allowed due to environmental concerns- we weren't able to use it because the graffiti we were removing was very close to a stream.

We initially attempted to use a wire brush to remove the paint but eventually resorted to a hammer and chisel. In the end, the paint was gone, but you could clearly see the marks on the rock where we'd chiseled it off... I ended up going over the face of the rock with more chisel marks, just so that it wasn't still obvious what had been painted there.
